Pacifica is a country within Dustborn, located in the Divided States of America. It is where the game's storyline begins and also where Pax's journey begins.
History[]
In the early 1990s, California seceded from the United States and became Pacifica.[1][2] This new country became a technocratic corporatocracy, with the Puritans as the leading faction and several corporations like YuYu holding considerable political and business influence. Another major player in Pacifica's tech industry was Lamarr Motors, a company that manufactured electric and self-driving vehicles, such as the budget model Hedy.[3] Pacifica advertised itself as a safe place for refugees and nominally did not criminalize being an Anomal, but in practice, much of the population was trapped in the gig economy and Anomals were secretly taken away by the authorities to unknown fates. The Pacifica Authority, also known as the Pacificops, are the official law enforcement arm of the country, but are not as well-armed as the Puritans, though the two organizations have an alliance.
Sometime after 2014, Pax made her way from Liberty to Pacifica and went to high school, but dropped out and used both gig jobs and small cons to stay afloat. In around 2020, Noam left Hong Kong in order to pursue their business ventures in Pacifica. On an unknown date, Sai started a gig worker life in Pacifica while also working for Sara Medina-Castillo's campaign office in that country. The three of them became friends due to their shared struggle in hiding their Anomal powers from the Puritans, but they all yearned for a better life without persecution. Meanwhile, Theo spent most of the 2020s undercover as a Puritan employee on behalf of the Weave.
In 2030, the Weave scientist Jacob went to San Francisco in order to meet with Pax, who he asked to participate in linguistic experiments in exchange for paying her. He tells Pax of a Weave mission that can get her to Nova Scotia, an Anomal safe haven, and advises her to bring additional Anomals to seek refuge. Pax, Noam, and Sai had several meetings with Theo in order to plan out the Weave's mission, which required them to break into the Puritan headquarters in Purity in order to obtain data.
On October 13, the four infiltrate Purity and use Theo's security clearance to bypass several doors, but also fight several Brutoid and Acolyte cyborgs. The Overseer watches the crew fight the Adjunct in the data terminal room, with the fight ending in the Puritans' defeat, the acquisition of the data, and injuries on the crew members. The crew rides a Hedy to flee to the country's Weave library, but a Pacificop tries to pull them over, resulting in the cop either non-lethally immobilized by Pax's Block vocal or run over by a self-driving truck. The crew makes their way to La Torre and saves the librarian Luna from being crushed by a tour bus. Theo uses the Weave terminal to contact another librarian, but soon afterwards, the Puritans and Pacificops show up at the garage to ask questions. Luna manages to convince the authorities to leave and finishes preparing the tour bus for the crew to continue traveling, along with a robot bus driver. The crew rides to the Oregon border to enter the American Republic, only for several Puritan aircraft to follow them. However, the Puritan ships are unable to stop the crew because of the presence of the Republic's militarized police Justice, since crossing over to enemy territory could start a war. Nevertheless, the Puritans later discreetly send ships into the Republic in order to continue their pursuit.
